Provide functionality to override network quality using webdriver

Issue description

Webdriver should provide functionality to override network quality. This would be useful for: (i) Developers for testing their features. 
(ii) Writing external layout tests against the NetInfo API.

If we do this, we should make sure that it is also possible to override the connection type and downlinkMax attributes of the NetInfo API.

It sounds like this would be a very simple WebDriver API. Do you know where to start? Mike Pennisi has been doing some work on WebDriver, and may be able to advise.
