Some user in cc: do not receive all emails

Issue description

I created a CL https://chromium-review.googlesource.com/c/519149/.

One of the user on the WATCHLIST is pkl@ as can be seen with watchlists.py:

['marq+watch@chromium.org', 'ios-reviews+chrome@chromium.org', 'noyau+watch@chromium.org', 'ios-reviews@chromium.org', 'pkl@chromium.org']

The initial email sent when a reviewer is added is sent to a subset of the users on the cc: list but not pkl@. The second email is however sent to pkl@ but does not include the name of the assigned reviewer.

See attached screenshots. You'll see that the second email includes pkl@ while the first does not.

Could be due to a settings from pkl@ as the first email is an autogenerated emails while the second include the message I chose to ask reviewer to review my CL. This makes it hard for lurker to know who the reviewer is unless the user explicitly put the reviewer in the message body.

* pkl: Can you confirm that you have your settings set to "Email notifications: Only comments left by others"?
  - If yes, that explains the difference in to: lists, and this is working as intended

* Lurkers can always tell why they received an email (e.g. they're CCed, they're a reviewer, they're the owner, etc) by checking the footers. We outline how to use those footers for gmail/inbox filtering at polygerrit.appspot.com

* We already have a bug on file to merge these two messages into a single one (https://bugs.chromium.org/p/gerrit/issues/detail?id=6374), which would also resolve this.


I'm going to mark this WontFix, because I believe this is explained entirely by pkl@'s email preferences, but please take a look at the FAQ and star the other issue to follow along with what we're doing to make this less potentially confusing.

Where do I find my "Email notifications" settings?

I looked at https://chromium-review.googlesource.com/settings/ and do not see a setting for "Email notifications: Only comments left by others".
