[MacViews] Wire up ExtensionInstallDialogView

This is invoked in a few different places and this View serves many different functions, so this could be tricky.

These should probably block MacViews/Harmony being on by default on Mac. Which I've been calling "Phase 3" --  Issue 603386

I think this is (mostly) wired up already?

Under Harmony, it has other bugs though due to dialog widths.
