Fix circular include between //ios/web and //ios/web/public/app

Issue description

As a followup to https://chromium-review.googlesource.com/c/519263/3, //ios/web needs to depends on //ios/web/public/app so that it can call WebMainParts destructor.

Fix would probably involve moving WebMainParts to //ios/web or splitting //ios/web/public/app target.
