Regression:Focus remains on the avatar icon even after moving cursor away from it

Issue description

Chrome Version: 61.0.3116.0 
OS: Ubuntu 14.04

What steps will reproduce the problem?
(1)Launch chrome and click on the avatar icon at the top right corner of the browser.
(2)Observe the avatar icon(Refer the video)

Expected: Focus should not be seen on avatar icon after moving cursor away from it
Actual:Instead, focus is seen 

This is a Regression issue broken in  M-60

Issue is not reproducible on Mac OS 10.12.4 using canary version: 60.0.3116.0. Looks to be specific to Linux.
