Non-Regression content is overlapping in authorities when zoomed to 500%

Issue description

Chrome Version: 59.0.3071.83 beta
OS: Ubuntu 14.04 

Steps to reproduce the problem:
1. Launch Chrome, zoom the page to 500% and navigate to Chrome://md-settings>>Advanced>>Manage Certificates
2. Click on 3 dot menu of Authorities, then click on General and Details tab's scroll the page and observe the content

Expected 
The content should not overlap and the content in certificate hierarchy and certificate fields should appear properly 

Actual
The content is overlapping and the content in certificate hierarchy and certificate fields is not displayed

This is a Non-Regression issue seen from the introduction of 3dot menu in Authorities(M-52).

Chrome on Mac canary version doesn't show the dialog as on other OS. This is specific to Windows

#Correction in C#1: specific to Linux.

This is WAI -- all content (including the certificate viewer) was changed to 500% zoom, and only the Settings page itself was set to 100%. The certificate viewer is a separate page (shown inside a Chrome dialog), which is a little confusing.
