[DevTools] Grey focus alignment issue is observed for 'Record' and 'Start profiling and reload page' icons under 'Performance' section.

Chrome Version: 61.0.3116.0 (Official Build)64a9be37ccf1e29e9e9cc302da2297f2d3661b5d-refs/heads/master@{#475721}-32/64 bit.
OS: Windows (7,8,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.3)

What steps will reproduce the problem?
1. Launch chrome, open DevTools window and go to 'Performance' section.
2. Press 'Tab' key till focus reaches to 'Record' or 'Start profiling and reload page' icon.
3. Now, observe the grey focus on 'Record' or 'Start profiling and reload page' icon.

Grey focus is not centre aligned with 'Record' or 'Start profiling and reload page' icon.
Grey focus should centre align with 'Record' or 'Start profiling and reload page' icon.

This is a non-regression issue, sen from M-60 series i.e. build # 60.0.3098.0
