hitting the "submit to CQ" button doesn't CQ+2 the latest patchset

This is why, when you upload a new patchset, we pop up the "A new patchset has been uploaded [Reload]" toast. That said, we recently gained the ability to work around this, so I've filed a CL to fix it here: http://cl/157655420
