What steps will reproduce the problem?
1. Launch chrome, open DevTools window and go to 'Performance' section.
2. Click on 'Record' icon under 'Performance' section to start the recording.(Refer video)
3. Now, once press 'Tab' key from keyboard and observe the focus.

Blue focus ring doesn't seen on 'Stop' button.
Blue focus ring should seen on 'Stop' button.

This is a regression issue, broken in M-60 series, below is manual regression range.

Good build: 60.0.3097.0 
Bad build: 60.0.3098.0
