Tool tip text for 'Reset' button is not translated on Zoom Bubble.

Chrome Version: 61.0.3116.0 (Official Build) (cohort: Stable) 64a9be37ccf1e29e9e9cc302da2297f2d3661b5d-refs/heads/master@{#475721}(32/64-bit).

OS: Windows(7,8,8.1,10).

Steps to reproduce:
1.Launch Chrome, go to chrome://settings, change browser language to 'Hindi' from chrome://settings/languages.
2.Relaunch chrome, Hit CTRL++, On zoom bubble hover on Reset Button such that tool tip appears.
3.Observe.

Actual Result: Tool tip text for Reset Button is not translated.
Expected Result: Tool tip text for Reset Button should be translated.

This is Non-Regression issue seen from M-60, #60.0.3104.0

Note: Issue is not seen on MAC and LINUX OS.
