Issue descriptionChrome Version: 61.0.3116.0 (Official Build)64a9be37ccf1e29e9e9cc302da2297f2d3661b5d-refs/heads/master@{#475721}-32/64 bit OS: Windows (7,8,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.3) Steps: 1. Launch Chrome, open devtools on NTP and go to Audit section 2. Click on 'Perform an audit' then Run audit and observe Actual: Horizontal scroll bar is missing after running Audit, also not seen after resizing devtool window Expected: Horizontal scroll bar should be seen after running Audit, also after resizing devtool window This is a regression issue broken in ‘M-60’, will soon update bisect info. Good build : 60.0.3108.0 Bad build : 60.0.3109.0

Just to update the latest behavior of the issue. Still able to reproduce the issue on Win-10 and Mac 10.12.5 using latest canary #61.0.3122.0. paulirish@ - Could you please have a look into this issue as it has been marked as a stable blocker. Thanks...!!

Our team has discussed this and we're comfortable shipping without a fix for this. The critical content that extends past the viewport still has its own set of scroll bars so the primary functionality is not lost.
