OS: Ubuntu 14.04, Windows

What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://md-settings/clearBrowserData
(2)Uncheck all the checkboxes and observe the Clear Browsing Data button


Expected:Clear Browsing Data button should be disabled 
Actual:Instead, Clear Browsing Data button is still enabled  after unchecking all the checkboxes.

This is a Non-Regression issue seen from the introduction of md-settings(M-52).


NOTE: In chrome://md-settings/importData, if we uncheck all the checkboxes, Import button gets disabled.
