No equivalent to Ctrl + Shift + PgUp/Down in ChromeOS

Issue description

The keyboard shortcut for moving tabs on other desktop platforms is missing on ChromeOS. Given that Search + Up/Down is equivalent to PgUp/Down, I think Ctrl + Shift + Search + Up/Down should be the equivalent action, especially since Ctrl + Search + Up/Down switches tabs as expected.
 
Ctrl-shift-pgup/dn does not move tabs on Windows.  What platforms does it do so on?

I thought a while back I saw a request to add this get Wontfixed by UI review so I'm surprised it exists at all.  Maybe I'm misremembering.
Oh wow, you're right. This is linux-only. This really surprises me. Isn't it an accessibility issue that there's no way to manage tabs on desktop platforms without a mouse?
I don't know.  I just recall (maybe wrongly) people vetoing adding this for Win/CrOS and saying we only had it on Linux because it was a platform shortcut there.
