--enable-tether flag doesn't enable Tether

Issue description

Chrome Version: linux build

What steps will reproduce the problem?
(1) Run ./chrome --enable-tether --tether-stub=1 --shill-stub=cellular=none
(2) Enable Bluetooth in the System Tray

What is the expected result?
Tether will be enabled and Mobile Data network will be populated with a single tether network.

What happens instead?
Tether's 'enabled' status seems to be a persistent state that is enabled if it was enabled in Settings the last time chrome was run, and is disabled otherwise, and is independent of the --enable-tether flag.

Status: WontFix (was: Untriaged)
This is expected. The --enable-tether flag means that Tether networks are allowed at all, not that the toggle in the settings page is turned on. To enable Tether networks, change the toggle value.
