Chrome Cleaner UI: move exit codes shared with Chrome Cleaner to the chrome_cleaner component

The ChromeCleanerController and MockChromeCleanerProcess classes use known Chrome Cleaner exit codes. We should move these shared exit codes to the chrome_cleaner component.

A way to find the exit codes in question is "git grep ExitCode" in chrome/browser/safe_browsing/chrome_cleaner. Exit codes should be included from components/chrome_cleaner/public/constants/result_codes.h.
