Need to add arm-none-eabi to prebuilt package for Chromecast

The ChromeCast project needs arm-none-eabi to build some of their stuff; currently the CrOS toolchain package they get does not contain arm-none-eabi, so they have to rely on the Linaro compiler.  We need to add arm-none-eabi to the package they get.

we already build an arm-none-eabi standalone package as part of our SDKBuildToolchains phase in the chromiumos-sdk bot ...

There is at least a sub-group of ChromeCast that is not finding it in their CrOS packages.  This bug is to track our adding of arm-none-eabi to their set of packages. (The chromiumos-sdk is uploading it, but their script is not downloading it).
