[webview][non-regression][Moto Z] Text selection/floating tool bar are not shown in split screen in gmail

Issue description

This report will ONLY be viewable by Google.

Device name: Moto Z/ NPLS25.86-30-12
WebView version : monochrome: 60.0.3112.7
Application: Gmail/7.4.23.15406495
 
THIS ISSUE REPRO ON THE M59/59.0.3071.71 AND M60/ 60.0.3112.7
NON REGRESSION AND SO FAR THIS ISSUE IS SEEN ONLY ON MOTO Z

Steps to reproduce:
(1) download,install gmail > Open gmail
(2) open couple of apps > press the over view button.
(3) while gmail in the down/split screen mode > Open any email > select any text and observe

Expected result:
floating tool bar/text selection menu is shown

Actual result:
Only text/word is getting highlighted, no text selection/floating tool bar available

Additional info
-Repro always on Moto Z

Same happens with Chrome. This could be a Moto-Z specific Android bug.

dneelamegam: can you check if it reproes or not on native views?
sgurun@, native/text view works fine as per same steps mentioned in the desc. -
Copying the gmail/Subject line under split screen or full screen works fine.

Looked at this with dneelamegam. Happens on both Chrome and WebView even using the system version (M55), however does not happen on native views. 

Since the problem happens on chrome taking it out of webview queue.
