Investigate whether it is possible to simplify interactions/dependencies between Request coordinator and Background Scheduler

We currently issue a backup schedule in several cases, some of them have 5 second timeout (which means we could be called quite a lot.

Another thing is working out whether we need to schedule backups at all (issue 727832) and if so, when.

We could also move a lot of backup logic to java, as we need to be able to reschedule from there anyways.
