Font loading requires restart to recognize newly added system fonts

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.110 Safari/537.36 Steps to reproduce the problem: 1. Install new system fonts. 2. Attempt to change configured fonts to newly added options. 3. Note the absence of these fonts until reload. What is the expected behavior? The font additions would be recognised and available for selection. What went wrong? Newly added fonts were not available for selection. Did this work before? N/A Chrome version: 58.0.3029.110 Channel: stable OS Version: 10.0 Flash Version: The issue originally surfaced in VS Code, which utilises Chromium. https://github.com/Microsoft/vscode/issues/27473#event-1101868921

Tested this issue on Windows 10 with chrome #58.0.3029.110. These are the steps are followed 1. Launch chrome and navigate to "chrome://settings/fonts" 2. Confirmed "Arab Dances" is not installed in the system. 3. Install "Arab Dances" in the windows machine. 4. In chrome browser refresh the "chrome://settings" pages and navigate to "chrome://settings/fonts" page 5. Observed "Arab Dances" font is displayed in the font list.
