Print preview cannot set custom header/footer

Issue descriptionChrome Version : Version 49.0.2623.110 Any URLs or web pages lead to this bug. Other browsers tested: Chromium itself and any others based on it like Vivaldi, Opera and others. All browsers based on Chromium (so many) failed this Print Preview feature but IE v.11.42 any builds did not fail. The bug is a design bug. I do explain since it is becoming very annoying when you need to print a copy of a eNews or so. Press Print feature then you successfully get the pages layout to be printed. Then I faced to the missing customization controls : - No Full Header/Footer controls about Time Date Title Name Custom data On or Off. - Unable to locate parameters in Left - Right - Middle locations on the Header or Footer lines - Unable to Scale the page from 30 to 200% or Custom number. Often these missing options lead to incomplete or too long title making the page looking inaccurate and/or having one more page for just 2 remaining lines : very annoying. The expected result is a nice accurate page format which is the full Print Preview flexibility as I get using IE v.11.42 Print Preview controls. Again, we need then same full flexibility about Header and Footer that I use in IE v.11.42. Good reason to me about sticking to IE v.11.42 X64 browser maybe slower but able to Print with nice and accurate look. Many browsers are based on Chromium and they did not make such basic flexibility improvement. This is why I am TURNING TO CHROMIUM EXPERTS since you can help all the users about this non flexible Print Preview feature. Then I will be able to switch to Chromium based browser. Attached you will see one eNews example with trunked title and unable to fill the header/footer as I need to. It is very frustrating to be unable to Print eNews eReviews or so in normal control way. I see that design bug as an opportunity to improve that Print Preview feature forever. I believe in Chromium Team expertise. 2017 0530 13h28

If you upgrade to a modern version of Chrome Chromium (59+ as of this writing) then page scaling should be available. Custom header/footers is still missing.

RE: comment 7, I think that CL only adds it for headless printing. The request here is to add this to the Print Preview UI.
