"Mail" shown when both Gmail and Mail are deleted from the device

App Version (from "Chrome Settings > About Chrome"): 61.0.3115.0 canary
iOS Version: 10.0.2
Device: 7+

Steps to reproduce: 
1. Delete Gmail and Mail
2. Settings > Content Settings

Observed behavior: 
Mail is checked.

Expected behavior: 
Mail should not be checked (should have empty state education)

Frequency: Always

Since "mailto:" sends user to App Store for Mail app when there's nothing installed, having Mail default seems correct. Technically, there's no valid no-app-available state.

Status: WontFix (was: Assigned)
Via offline discussion this behavior is fine. 

0 mail apps should show the same menu. We only support two mail apps at the moment.
