will not play facebook vidios

I am able to repro this bug on my CrOS LINK device.
here is a repro url: https://www.facebook.com/Vocativ/videos/vb.368307893181452/1613993481946214/?type=2&theater
the video is either not play at all OR pause after several seconds.

yiningc@: could you provide CrOS/Chrome version on which you tested please? Did you perhaps have a chance to submit a feedback report for this?

The description seems to match  issue 724812 , which should be fixed with 59.0.3071.91. Would you be able to please verify on it? Thank you.

the specific video in c#1 still repro on CrOS LINK. here are the version I used:
CrOS 9592.15.0, Chrome 60.0.3112.26
This bug not repro on ALL facebook videos, but I found quite a few repro urls, all because of the same error message.
It not repro when turn off H/W decoding.
