New Tab created while dragging sticks to dragged tab

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.110 Safari/537.36

Steps to reproduce the problem:
1. Start dragging a tab horizontally
2. Press CTRL+T to open a new tab
3. Continue dragging

What is the expected behavior?
The dragged tab should stay active. The freshly created tab should behave as other inactive tabs.

What went wrong?
The dragged tab becomes inactive. The freshly created tabs keeps overlapping with the dragged tab.

Able to reproduce the issue on Windows-7,Windows-10 and Linux Ubuntu-14.04 using chrome stable version 58.0.3029.110 and canary 61.0.3115.0 with the steps mentioned in comment#0.

This is Non-Regression issue, observed from M30 #30.0.1549.0 and marking it as Untriaged to get more inputs from dev team.
