New Tab created while dragging sticks to dragged tab

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.110 Safari/537.36 Steps to reproduce the problem: 1. Start dragging a tab horizontally 2. Press CTRL+T to open a new tab 3. Continue dragging What is the expected behavior? The dragged tab should stay active. The freshly created tab should behave as other inactive tabs. What went wrong? The dragged tab becomes inactive.
