“Never translate this site” info bar is displayed on tapping “Nope” button for second time in translate info bar.

App Version: 59.0.3071.73 beta
iOS Version: 10.3.1, 10.2.1, 9.3.5
Device: iPhone, iPad

Steps to reproduce:
1. Launch chrome and load baidu.com
2. Tap on nope button in the info bar
3. Reload the page and tap again on nope button in info bar
 
Observed results:
“Never translate this site” info bar is displayed
 
Note: 
After doing Reset translate settings, “never translate this site” info bar is displayed on tapping nope button for first time.
 
Expected results:
As per the test plan and test cases, the “Never translate this site” info bar should be displayed on tapping nope button for 3rd time.
 
Number of times you were able to reproduce: 5/5
Bug reproducible after clean install: Yes
Bug reproducible after clearing cache and cookies: Yes
Bug reproducible on Chrome Mobile on Android: Yes
Bug reproducible on Firefox/Safari: Firefox: NA, Safari: NA
Bug reproducible on current stable build (App Version, iOS Version): yes on M58
Bug reproducible on the current beta channel build (App Version, iOS Version): yes on M59

This is working as intented, on Android and iOS, the "Never translate this site" is displayed after tapping the info bar for the second time:

// translate" infobar after two denials. There is an offset of one because on
// Android the last event is not counted.

The video show the "Never translate this site" message appears after "Nope" is tapped twice.
