Regression: Flickering of scrollbar is seen when chrome is launched on new tab page

Issue description

Chrome Version: 60.0.3112.7
OS: Ubuntu 14.04

What steps will reproduce the problem?
(1)Launch chrome>>open new tab page>> restart the browser(chrome://restart) and observe

Expected 
Scroll bar should not flicker

Actual
Flickering of scrollbar is seen in the middle of the page when its launched on new tab page

This is a Regression issue seen in M-60

Using the per-revision bisect providing the bisect results,

Good Build: 60.0.3089.0 (Revision: 469220).
Bad Build: 60.0.3090.0 (Revision: 469538).

You are probably looking for a change made after 469223 (known good), but no later than 469229 (first known bad).

My change only touched an OWNERS file. It's definitely not the cause of any functional change in the product.

Tried bisecting the issue againa with the range :

Good Build: 60.0.3088.0 (Revision: 468845).
Bad Build: 60.0.3090.0 (Revision: 469538).

You are probably looking for a change made after 468908 (known good), but no later than 468912 (first known bad).

From the above CL, unable to find the possible suspect ,could anyone help us in assigning it to the concern owner.

Not an RBS, there is no clear suspect from the bisect results. Is this consistently reproducible?
