Steps:
1. Launch Chrome, open NTP and save the page via context menu such that download bar appears
2. Tap/touch on 'Arrow' icon of download shelf, now tap/touch anywhere on download shelf multiple times (more than once)
3. Observe 

Actual: Highlight on 'Arrow' icon reappears after tap/touch anywhere on download shelf multiple times

Expected: Highlight on 'Arrow' icon should disappear after tap/touch anywhere on download shelf

This is a regression issue broken in M-56, below is bisect info.

Good Build : 56.0.2913.0
