Issue descriptionChrome Version : 60.0.3112.7 (Official Build) acf6afccbfe8fc0ddb9a616a6286f336e0204761-refs/branch-heads/3112@{#20} 32/64 bit OS : Windows(7,8,10), Linux(14.04 LTS) and Mac(10.11.6, 10.12.3) Test URL : https://msu.edu/~urban/sme865/resources/embedded_pdf.html What steps will reproduce the problem? 1. Launch chrome, navigate to above test URL and scroll down the page. 2. Right click on PDF and select 'Inspect' option (devtools window appears). 3. Hit F5 key, close the devtools window and observe the pdf file. (Please review an attached screen-cast) Actual : Chrome does not show 'Failed to load PDF document' error message dialog. Expected : After reloading devtools, PDF should show 'Failed to load PDF document' error message. This is a regression issue broken in ‘M-57’, below is the Manual Regression range and will soon update other info. Good build : 57.0.2944.0 Bad build : 57.0.2945.0

That CL is a revert and would not change existing behaviour.
