Issue 728554 could also be related, stared flaking at the same time.

This is still flaking quite often. I'm going to disable the test for now.

Actually, on second thought, this test looks rather important so I'd prefer not to disable it on all Android bots.

meacer@, can you please look into this soon and determine if a fix is needed or re-assign as appropriate?

I ended up disabling the tests in  issue 734563  as they're getting in the way of sheriffing this bot.

Note that many of the tests in this test suite also occasionally flake on other bots (including upstream bots) and other OSes (including linux and mac), though such failures are usually "FAIL PASS" or "TIMEOUT PASS" and so rarely turn bots red (however they still point to fundamental race conditions):
