WebRTC ice candidate gathering fails when used with es6 module

UserAgent: Mozilla/5.0 (X11; Ubuntu; Linux x86_64; rv:54.0) Gecko/20100101 Firefox/54.0

Steps to reproduce the problem:
Create RTCPeerConnection in <script type="module">

What is the expected behavior?

What went wrong?
Normal on first load.
On subsequent page refreshes, ice candidates fail to gather.

Did this work before? No 

Does this work in other browsers? Yes

Chrome version: 60.0.3107.4  Channel: dev
OS Version: 
Flash Version:

Correction:
This worked correctly in 59.0.3071.71 and has nothing to do with modules.

Able to reproduce the issue using latest version #61.0.3114.0 on Mac 10.12.4, Win 10. Ubuntu 14.04 

Below is the bisect information

Unable to invoke the builds using has-PerRevisonBisect. Hence providing Chromium bisect

Good Build: 60.0.3096.0 (Revision: 470759)
Bad Build: 60.0.3097.0 (Revision: 471158)

You are probably looking for a change made after 470988 (known good), but no later than 470995 (first known bad).

Unable to reproduce the issue on Win-10 using chrome beta version #60.0.3112.24 and latest canary #61.0.3131.0.

Attached screen cast for reference

acmesquares@ - Could you please upgrade chrome to latest beta version #60.0.3112.24 or latest canary #61.0.3131.0 and check the issue.
