[Googler Canary] Webview and Chrome loads blank when opening links from Google Now feed

Issue description

Chrome Version: 60.0.3112.3
OS: Android 7.1.2 (Google Pixel)

What steps will reproduce the problem?
(1) Visit Google now feed
(2) Click a link

What is the expected result?
Webpage should load

What happens instead?
Webview and Chrome canary dont load page, there is no page loading animation.

Will reassign the bug after gathering net-internals and trace.

This export is not related to the video but exhibits same behaviour.

Steps to repro
1. Visit Google now news feed
2. Click on a news article - It opens webview
3. Webview loads blank, click on 3 dot menu and select Open in Chrome Canary
4. Chrome canary loads blank with no page loading status bar.
5. Pull down to refresh does not work
6. Toggle 'Request a Desktop Site' to load page does not work either.

URLs that I tried to load

Both URLs loaded on Chrome Stable.
Data Saver proxy is ON.

Pages didnt load even with Data Saver proxy turned Off

To be clear, does Chrome Canary load these links when they are directly entered (as opposed to coming from Now)?

Why is this labeled as Blink>Compositor?

Yes same URL loads on Canary when I copy and paste URL in new tab.
