Tooltip is not coming in a browser window after reparenting the browser with a new parent window

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.110 Safari/537.36

Steps to reproduce the problem:
1. Create browser inside a dialog. Trigger tooltip inside the browser. It appears
2. Close the window but reuse the browser. On next launch, reparent the browser window with a new window.
3. Launch the window. Trigger the tooltip. Tooltip never comes

What is the expected behavior?

What went wrong?
After debugging, found that when we reparent but reuse the browser, OS is assigning a new window handle (HWND) to the tooltip window. But  we are sending message to the old HWND in Show() method of tooltip_win.cc.
Attached a patch file which fixes this issue.

As there is no response from the reporter for comment #1 for more than two months.
Hence, closing the issue as wontFix.
Please feel free to raise a new issue if the issue is reproduced with latest chrome builds.
