Regression: PDF files does not get automatically downloaded even after enabling 'Download PDF instead...' option in chrome://md-settings.

Chrome Version: 61.0.3114.0 (Official Build) cf4f838225c132dee06cc21dd6a576347734589b-refs/heads/master@{#475229} (32/64-bit) 
OS: Windows (7,8,10), Linux (Ubuntu 14.04 LTS)

What steps will reproduce the problem?
1) Launch chrome, navigate to chrome://md-settings/content/pdfDocuments and enable 'Download PDF instead...' option.
2) Enter test pdf in omnibox and press Enter key.
3) In search results, middle click on any pdf link and observe.

On middle click, warning message is seen in Downloads bar instead of file getting downloaded.

On middle click, file should automatically get downloaded.

This is a Regression issue broken in M-61, will soon update other info
Manual bisect:
Good build: 60.0.3112.0 
Bad build: 61.0.3113.0 

Note: Issue is not seen on Mac OS.

Able to reproduce the issue on Windows 7 & Linux 14.04 using latest Canary-61.0.3114.0 as per comment#0.
Manual Bisect:

Good build: 60.0.3112.0 -revision-474897
Bad build: 61.0.3113.0  -revision-475195

Per revision bisect info:
------------------------
You are probably looking for a change made after 474999 (known good), but no later than 475000 (first known bad).
