Regression: Page Auto-Scrolls on chrome://settings/searchEngines.

Chrome Version: 61.0.3114.0 (Official Build) (cohort: Stable)cf4f838225c132dee06cc21dd6a576347734589b-refs/heads/master@{#475229}(32/64-bit).

OS: Windows(7,8,8.1,10), Linux(14.04 LTS), Mac(10.11.6, 10.12.3).

Steps to reproduce:
1.Launch Chrome, go to chrome://settings/searchEngines, Add 4-5 search engines.
2.Resize the browser, from the list delete the last search engine and observe.

Actual Result: Page auto-scrolls upwards.
Expected Result: Page should not auto-scroll.

This is Regression issue broken in M-56,  will soon update other info.

Able to reproduce the issue on Windows 7, mac 10.12.4 & Linux 14.04 using latest Canary-61.0.3114.0 as per comment#0.
Manual Bisect:

You are probably looking for a change made after 428416 (known good), but no later than 428417 (first known bad).

Retested the above issue on latest canary #63.0.3231.0 for Windows(7,8,10), Linux(14.04 LTS), Mac(10.12.6) and unable to reproduce the issue.
