Regression: Page Auto-Scrolls on chrome://settings/searchEngines.

Issue descriptionChrome Version: 61.0.3114.0 (Official Build) (cohort: Stable)cf4f838225c132dee06cc21dd6a576347734589b-refs/heads/master@{#475229}(32/64-bit). OS: Windows(7,8,8.1,10), Linux(14.04 LTS), Mac(10.11.6, 10.12.3). Steps to reproduce: 1.Launch Chrome, go to chrome://settings/searchEngines, Add 4-5 search engines. 2.Resize the browser, from the list delete the last search engine and observe. Actual Result: Page auto-scrolls upwards. Expected Result: Page should not auto-scroll. This is Regression issue broken in M-56, will soon update other info. Manual Bisect: Good Build: 56.0.2903.0 Bad Build: 56.0.2904.0

Note: Retested the above issue on latest canary #63.0.3231.0 for Windows(7,8,10), Linux(14.04 LTS), Mac(10.12.6) and unable to reproduce the issue. Kindly refer the screen-cast provided below. Thank You!
