Zoom bubble anchor differs for auto- and manually-activated bubble

Issue descriptionChrome Version : 61.0.3114.0 (Official Build) cf4f838225c132dee06cc21dd6a576347734589b-refs/heads/master@{#475229} 32/64 bit OS : Windows (7,8,10), Linux (14.04 LTS),Linux What steps will reproduce the problem? (1) Launch chrome, press Ctrl++ then click on anywhere on page. (2) Then click on Zoom icon and observe Actual: Bubble tip is not seen after clicking on zoom icon. Expected: Bubble tip should be seen after clicking on zoom icon. This is a regression issue, broken in 'M-53', will soon update the other info: Good Build: 53.0.2748.0 Bad Build: 53.0.2750.0 Note: Issue is not seen on Mac OS.

Using the per-revision bisect providing the bisect results, Good build:53.0.2748.0(Revision:395748). Bad build:53.0.2750.0 (Revision:396337). You are probably looking for a change made after 396300 (known good), but no later than 396306 (first known bad).
