Copying from developer tools no longer copies outer HTML with Ctrl+C

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.110 Safari/537.36 Steps to reproduce the problem: 1. CTRL+Shift+I on any webpage 2. click and mouse over body tag in developer tools 3. Ctrl+C What is the expected behavior? Copies outer HTML as previous versions did What went wrong? Nothing get copied to the clipboard Did this work before? Yes 57 Chrome version: 58.0.3029.110 Channel: stable OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version: Shockwave Flash 22.0 r0
