High DPI (other that 100%) stops redrawing on Resize

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.110 Safari/537.36

Steps to reproduce the problem:
1. Windows 10 with DPI set to 125%
2. run cefclient --multi-threaded-message-loop --off-screen-rendering-enabled
3. Simply minimize the window then restore, then resize the window. Rendering will freeze...

What is the expected behavior?
Rendering won't freeze

What went wrong?
Simply minimize the window then restore, then resize the window. Rendering will freeze...

Tested the issue on Windows 10 using chrome stable version #58.0.3029.110 and Latest canary #61.0.3114.0 

Following are the steps followed to reproduce the issue:
------------
1. Changed DPI to 125%
2. Executed cefclient --multi-threaded-message-loop --off-screen-rendering-enabled in command prompt
3. Minimized the window and restored back. Resized the window and Observed that no rendering freeze is seen.

Attaching screen cast for reference.

rautio.risto@ - Could you please verify the screen cast and let us know if anything is missed from our side.If possible please provide an expected behavior screen cast explaining about the issue.
