Regression: Unnecessary blink of selection is seen in 'Network conditions' of Dev tools.

Chrome Version : 61.0.3114.0 (Official Build) cf4f838225c132dee06cc21dd6a576347734589b-refs/heads/master@{#475229} 32/64 bit
OS : Windows (7,8,10), Linux (14.04 LTS), Mac(10.12.3, 10.11.6)

What steps will reproduce the problem?
(1) Launch chrome, open dev tools window and navigate 'Network conditions' section
(2) Uncheck 'Select automatically' option under 'User agent' then Enter user agent manually.
(3) Select entered text and check/ uncheck 'Select automatically' option and observe

Actual: Unnecessary blink of selection is seen while checking/unchecking options.

Expected: No such blink should seen.

This is a regression issue, broken in 'M-60', will soon update the other info:
