Regression : 'Sign in' overlay doesn't render properly when 'Hardware acceleration' is disabled.

Issue description

Chrome Version : 61.0.3114.0 (Official Build) cf4f838225c132dee06cc21dd6a576347734589b-refs/heads/master@{#475229} 32/64 bit
OS : Windows (7,8,10)

What steps will reproduce the problem?
1. Launch chrome, from chrome://settings, disable 'Hardware acceleration' option and restart the browser. 
2. After browser restart, click on 'Avatar' icon and click 'Sign in to Chrome' button.
3. Enter valid email-id & password and click 'Next', observe the sign in overlay (please review an attached screen cast).

Actual : 'Sign in' overlay doesn't render properly (it blinks several times) and overlay borders are missing.

Expected : 'Sign in' overlay should render smoothly (without blinking) and border shadows should be visible.

This is a regression issue broken in ‘M-60’, below is the Manual Regression range and will soon update other info.
Good build : 60.0.3096.0
Bad build : 60.0.3097.0

Note : This is Windows OS specific issue and it is not reproducible on Linux(14.04 LTS) and Mac(10.11.6, 10.12.3) OS since the UI is different.

Hi, commit https://chromium.googlesource.com/chromium/src/+/cdc09d7490c92687a35ebcc1265b0c03c43e8410 only change the name of CompositorFrameSinkSupport::EvictFrame to CompositorFrameSinkSupport::EvictCurrentSurface. And this seems not related to the above issue.

With response to comment #4,

Retested above issue in latest canary (#61.0.3128.0) build on Windows(7,10) OS and issue is not reproducible. Now sign in overlay renders as expected. Please review an attached screen-cast.
