Temporarily remove x86-alex-no-vmtest-pre-cq

Issue description

x86 boards are being cleared out in  crbug.com/725993 .
x86-alex-no-vmtest-pre-cq has been constantly failing for ~50 times, remove it from the pre_cq_default_configs for now, can find another x86 pre_cq to replace it later.

Thanks bhthompson@, then I think you can mark the bug as fixed. The current failing x86-alex-no-vmtest-pre-cq should be from  crbug.com/710941 
I am hitting this bug with my latest CL that I'm trying to commit:

I think at this point you would be hitting https://bugs.chromium.org/p/chromium/issues/detail?id=710941

If you upload the patch again with a rebase it should clear the Pre-CQ state, I just sent up a rebase to try to clear the state.

This kept showing up for a while because of  crbug.com/728665 .
