Every time i open chrome i have to sign back in and none of my passwords save even when i sign back in.

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.110 Safari/537.36

Steps to reproduce the problem:
1. Close Chrome
2. Open Chrome

What is the expected behavior?

What went wrong?
So i had this problem for quite a while now and i have been trying to fix it i have read all the possible solution including reconnecting you google account, resetting all google data and even fully removing all chrome data and installing it again and i still get this problem. 

Every time i restart chrome or go onto it, it signs me out and says ''Sync isn't working Sign-in details are out of date'' and when i actually do sign-in everything seems to be alright accept for it doesn't save any of my passwords on any website! It does give me the option to save it then i press it and it doesn't save i have also checked the manage passwords on chrome settings and its all empty.

Please someone help this is really annoying me and i love chrome.

OS Version: 6.1 (Windows 7, Windows Server 2008 R2)

I have tried completely reinstalling chrome and making a new account but it still doesn't sort out the issue and it keeps on happening.

I think you were likely affected by a failure to read local passwords data, which is a known bug that affected a large number of users. Unfortunately between resetting your google data and clearing your local chrome data, you may have permanently deleted all your saved passwords. Do you see any saved passwords at passwords.google.com ?
Yes i do but only 3 that's all not any other ones that i have tried save.

I disagree with #3, I don't think this is a passwords issue, this looks like a sign in issue to me. Looking at your screenshots in #2 everything looks healthy, which makes it difficult to diagnose. Can you 

1) Sign into Chrome
2) Close and restart Chrome
3) Take screenshots of chrome://sync-internals and chrome://signin-internals when you see the 'Sync isn't working' popup but _BEFORE_ you sign back into chrome?
That's weird it started working after i followed your steps even though i have did that before. Its saving my passwords and its not popping up with the sync problem no more.
