Unable to reproduce the issue on Windows 10 using chrome stable-58.0.3029.110 & Canary-61.0.3117.0 as per the steps mentioned in comment#0.Mouse wheel is working properly in full screen mode & normal mode for the flash apps. (tested game in facebook).
Please check the issue on clean profile without any apps & extensions & let us know your observations on the same.

There is a big difference between turning on fullscreen mode from browser and situation, when you turn on fullscreen from flash application.

Try to start facebook game "World Pocker Club" - https://apps.facebook.com/worldpokerclub

There are a lot of lists with a scrollbar. Try to use mouse wheel when mouse pointer is above the list. When you are not in fullscreen mode it works properly. Then turn on fullscreen mode in game UI and try again. It will not work.  

I have my own app where is same situation. I've found that standard action script event  "MouseEvents.MOUSE_WHEEL" is not working after application turned on the fullscreen mode from action script code: stage.displayState=StageDisplsyState.FULL_SCREEN;

It works before but now this event isn't work in fullscreen.
In your demonstration you turn on fullscreen from browser, not from flash app.

Unable to reproduce the issue on reported version 58.0.3029.110, latest stable M61-61.0.3163.100 and on latest canary 63.0.3236.0 in Ubuntu 14.04, Windows 10 with the steps mentioned in comment#0. Attaching screencast for reference.

@Reporter: Could you please let us know if we missed any steps and could you please check this issue by upgrading chrome to latest stable M61-61.0.3163.100 and let us know if the issue still persist or not.
