Unable to reproduce the issue on windows 7 using chrome version 58.0.3029.110. Able to open chrome://settings without any issues. Could you please once try the issue on new profile without any flags/extensions and if the issue still persists please provide us the screen shot of the issue to triage the issue further. Thanks,
