Dropping tabs dragged from maximized windows should create restored windows

Issue description

On  bug 22154 , we made tabs dragged from other windows create new windows that inherited the restored size + maximized state of the source window.

For tabs dragged from maximized windows, this was an improvement over the old way, which created a restored window of the maximized size.

However, in subsequent use, and after some external feedback, I think inheriting the maximized state was a mistake, at least when dropping onto the same screen.  My suggestion is that either such windows always be restored (at the restored size), or that they be restored when dropped on the same monitor as the origin tab.  I would probably do the former; not only is it easier, it matches the behavior during tab dragging, where the window is restored.
