"update_scripts" is flaky

Issue description

"update_scripts" is flaky.

This issue was created automatically by the chromium-try-flakes app. Please find the right owner to fix the respective test/step and assign this issue to them. If the step/test is not infrastructure-related (e.g. flaky test), please add Sheriff-Chromium label and change issue status to Untriaged. When done, please remove the issue from Trooper Bug Queue by removing the Infra-Troopers label.

Likely the same cause as https://o.corp.google.com/#Outage:397695 - GoB quota exceeded, then rate limited causing these failures.

This step doesn't appear to be flaky for the past several hours, but I'll keep an eye on it today.

Status: Fixed (was: Untriaged)
We've reset daily gob quota, requested a daily quota increase and are looking into ways to reduce our overall gob usage.
