The malicious website blocking is not accessible with NVDA

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.110 Safari/537.36

Steps to reproduce the problem:
1. Open any website chrome finds unsecure and gives a warning
2. NVDA keeps saying unknown as you tab through the warning

What is the expected behavior?
NVDA should read the warning and give the user a choice to either leave the site or visit it

What went wrong?
NVDA did not read the warning successfully

Did this work before? No

Tested the issue on Windows 10 using chrome M58 #58.0.3029.110 and M60 #60.0.3116.0 and issue is not reproduced on following below steps:

1. Launched chrome and navigated to given url in comment #3 .
2. NVDA was launched and running and pressed tab to focus on the dangerous eroor message ., NVDA successfully reads the dangerous and warning messages.

Attached screencast for reference.

@wwenikola-- Could you please check attached screencast and confirm us if we had missed missed any steps in reproducing the issue.

Hello, yes i can see the problem in latest chrome, but i need to find a better URL so you can reproduce it. The attached video, as far as i noticed is only a picture, which i can't see as i'm a blind user of chrome.

Hello, thanks for the page, it was very useful. So, I can definitely reproduce the bug in the latest chrome, and will also try canary. Do the following: Open this link with NVDA already running: https://testsafebrowsing.appspot.com/s/phishing.html i can only hear security error, and tabbing through the controls only tells unknown, until I get to the address bar.

Tested on Chrome Stable #60.0.3112.90, Canary #62.0.3181.0 on Windows 7, Mac 10.12.6, Ubuntu 14.04 and able to reproduce the issue. 

This is a non-regression issue and able to reproduce from M-45 #45.0.2454.85. Marking it as untriaged so that issue gets addressed. Screen-cast is attached for reference.

Similar behavior is noticed on Firefox, no text is spelled out when selected on warning message (Screenshot is attached).

To help narrow down the issue, does it only happen to safe browsing interstitials? or SSL interstitials suffer the same? 

chrome://interstitials  provide a list of different types of interstitials. 

pnangunoori@, could you help try a couple of other interstitials? 


@jialiul -- Please find the below observations  upon navigating to the links observed from chrome://interstitials

1. chrome://interstitials/ssl?overridable=1&strict_enforcement=0, chrome://interstitials/ssl?overridable=0&strict_enforcement=0, chrome://interstitials/ssl?overridable=0&strict_enforcement=1
Your connection is not private - Warning is not read and 'Unknown' text is also not displayed in NVDA speech viewer.


2. chrome://interstitials/safebrowsing?type=malware
The site ahead contains malware - Warning is not read and 'Unknown' text is also not displayed in NVDA speech viewer.

3. chrome://interstitials/safebrowsing?type=phishing, chrome://interstitials/safebrowsing?type=clientside_phishing
Deceptive site ahead - Warning is not read and 'Unknown' text is also not displayed in NVDA speech viewer.

4. chrome://interstitials/safebrowsing?type=clientside_malware
The site ahead contains malware - Warning is not read and 'Unknown' text is also not displayed in NVDA speech viewer.

5. chrome://interstitials/captiveportal?is_wifi=1&wifi_name=CoffeeShopWiFi, chrome://interstitials/captiveportal?is_wifi=1

7. For other, only tab name is read and no other text is read.

I don't know if the behaviors described in #15 satisfy accessibility requirements. And I actually don't know if this is a regression or interstitials never work well with NVDA.
