'Potential hotspot nearby' notification sometimes doesn't appear

Issue description

Calling NotificationPresenter::{NotifyPotentialHotspotNearby|NotifyMultiplePotentialHotspotsNearby} from  HostScanner::OnTetherAvailabilityResponse no longer results in the notification actually being displayed (I've confirmed that they are being called).

Bizarrely, the notifications do appear when the functions are called anywhere else, for example from within Initializer or even HostScanner's constructor.
 
This affects multiple notifications, also including NotificationPresenter::NotifySetupRequired. It also seems that notifications simply never appear.
