In some cases three finger swipe down scrolls content instead of entering expose mode

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 9334.72.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.140 Safari/537.36
Platform: 9334.72.0 (Official Build) stable-channel cave

Steps to reproduce the problem:
1. Open task manager with lots of processes (scroll overflow)
2. Swipe down with three fingers
3. Content scrolls

What is the expected behavior?
no scroll; expose entered

What went wrong?
the content scrolls with three fingers gesture, if swiping fast enough it will also enter expose but content already scrolled down

Did this work before? N/A 

Chrome version: 58.0.3029.140  Channel: stable
OS Version: 9334.72.0
Flash Version: Shockwave Flash 25.0 r0

I've seen this in other situations; will update the issue if I manage to reproduce this in more cases
 
Gmail, Play Store are now scrolled with expose gesture as of Version 59.0.3071.82 (Official Build) beta (64-bit)

We're not able to reproduce this problem on this device.  It seems likely our recent changes in two finger scrolling when only moving one finger helped here!

I was able to reproduce on 61.0.3142.0 for the task manager, but not for gmail or play store.

ChromeOS is sending three finger gestures correctly, so it looks like it may be something in Chrome specific to the task manager.

I am able to reproduce it for almost any Android app, specifically for Gmail and Play Store.

To reproduce:

1. have a chromebook
2. enable android apps
3. open Play Store or Gmail so that is has something to scroll
4. try scrolling with 2 fingers gesture on trackpad. Make sure it works.
5. try scrolling with 3 fingers gesture on trackpad. Also scrolls. 
6. Try scrolling with 3 fingers gesture on trackpad faster. This still scrolls and enters expose mode, while scrolling continues in background by its own.

Expected behavior: no three-finger scrolling!
