ScreenOrientationControllerImpl::ComputeOrientation shouldn't depend on whether LayoutTests are running

It should be mocked by test runner or by mocking a mojo service when screen orientation is using mojo.

When this is fixed, MediaControlsOrientationLockAndRotateToFullscreenDelegateTest::SetUp will no longer need to call LayoutTestSupport::SetIsRunningLayoutTest(false);
