Make (too long) BVT suite/test workload easier to check to sheriffs and gardeners

For debugging timouts etc we should make looking up the suite timeline from a build easier than described in
https://bugs.chromium.org/p/chromium/issues/detail?id=726481#c4

Ideally just link to this page
https://viceroy.corp.google.com/chromeos/suite_details

from the build page with the right build_id
https://uberchromegw.corp.google.com/i/chromeos/builders/elm-paladin/builds/2854

or just embed in the "Build Stages Timeline"?

David, IIRC you build the viceroy visualization for the suite_details. Is this something you could help with hooking up from the builders?

There's an existing bug assigned to shuqianz@, but as a less cut-and-pastey way in the mean time:
- click build details link in artifacts
- click the Suite timelines button
