Rather than having Cronet make a DNS request for a hostname, in some cases, like when redirected by another server, the host IP address might be provided along with the redirect (e.g. in another HTTP header).  This is a feature request to add an API to allow Cronet users to specify the host IP address (if it was provided during another request).
